COUNCIL AGENDA
Members of the council are summoned to attend the Council meeting to be held on Thursday,
23 June 2022 at 7.30pm at the Council Chamber, Cock Lane, Tylers Green, Bucks HP10 8DS
Members of the public are permitted to make representations, ask and answer questions, in respect of any item of business included in the agenda. A fifteen-minute period is permitted in total.
- Apologies for Absence
Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Clerk.
- Declarations of Interest and Code of Conduct
To receive any pecuniary or non-pecuniary declarations of interest and confirmation of any relevant dispensations.
- i) Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer (Clerk) of it.
- ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council.

- Planning Meetings
To CONSIDER the attached reports of the Planning Meetings held on 19 April 2022 (page 17-18), 3 May 2022 (pages 19-20), 17 May 2022 (page 21) and 31 May 2022 (pages 22-23).
Council is also asked to NOTE the schedule of applications from April to June APPENDIX A (page 24), showing eventual outcomes of the parish council submitted objections.
- Grant Application – Loudwater Lighthouse
Council is asked to CONSIDER and, if so minded, APPROVE the grant application in the sum of £1,000 received from Loudwater Lighthouse to assist in the initial year’s running costs. APPENDIX B (pages 25-27)
- Track Policy
Council is asked to CONSIDER and, if so minded, APPROVE the recommendation from the Open Spaces committee to adopt the revised policy APPENDIX C (page 28). All revisions shown.
- Café Licence
Council is asked to NOTE that the Café on School Road, Tylers Green was given a temporary permit during the COVID lockdown period so that they could continue trading. The permit included the use of an area on the small triangle opposite the café for 3 tables and associated chairs; litter bins were also provided and moved by the café.
Now that the COVID lockdown has finished the café is still requesting the use of the triangle and has mounted a petition of support. However, there are a few residents living in properties close to the site that have aired their discontent at any further extension to the permit.
Council is asked to CONSIDER the merits of the petition (200+) and request to allow further use of the Front Common and APPROVE the associated Licence, prepared by our solicitor. APPENDIX D (pages 29-30). The Licence will be for a rolling period and if there is any breach to the conditions can be terminated.
- Community Board Projects
Council is asked to RECEIVE a verbal update on progress from Cllr Barron/Cllr D Johncock.
- Scanning Project
Council is asked to NOTE that the Minute Books currently situated in the Chamber should be housed at the Buckinghamshire Council archives, with this in mind Council is asked to CONSIDER a project to scan all the pre-computer held minute books; to be held on disc and in the cloud. The old books are becoming fragile and some of the writing is difficult to read.
- Allotment – Chapel Road BBQ
Council is asked to NOTE the new date for the BBQ at Chapel Road – Friday 5 August starting at 5pm.
- Questions by Members of the Council
At the time of agenda dispatch, no questions by members have been received.
- Public Participation
Members of the public wishing to speak at the beginning of the Council meeting should approach the Clerk with this request as soon as possible.
- Accounts for Payment
Accounts for payment are to be circulated at the meeting for consideration by councillors.
Confidential items – exclusion of public and press
In view of the confidential nature of the business to be considered it is RECOMMENDED that Council resolve to exclude the public and press from the remainder of the meeting as permitted under the Public Bodies (Admissions to Meetings) Act 1960.
- Confidential Item – Staff Panel Report
Members are asked to CONSIDER the presentation APPENDIX E (pages 31-34) Council is asked to CONSIDER and, if so minded, APPROVE the proposal of a 3.1% uplift for all staff and bonuses in the sum of £6,100.
