AGENDA

AGENDA ITEM 3
Delegated Action
Members are asked to NOTE that since the last committee meeting in May the following delegated action has been taken.
Native bulbs and seeds for Biodiversity Project £475.00
AGENDA ITEM 4
Allotments
Members are asked to NOTE that the allotments are currently in the agreement renewal stage, with the new allotment year starting on 1 October. Members are asked to CONSIDER and, if so minded, APPROVE an increase in the rental. This has not been increased for 15 years. The current annual amounts are £52 for a full plot and £26 for a half plot.
4.1 Allotment Competition
Members are asked to NOTE that the allotment competition this year was judged by Cllr Griffiths and Cllr Thomas. The results are attached at APPENDIX A.
4.2 Summer Get-togethers
Members are asked to NOTE that due to weather conditions the BBQ at the Chapel Road allotments, Flackwell Heath ended up being a picnic but nevertheless was a great success.
Members are asked to NOTE a change in the date for the Ashley Drive picnic to Saturday 12 September. As before all are welcome.

Derehams Lane Recreation Ground
Members are asked to NOTE that the planning application is still waiting determination.
Members are asked to NOTE the continued efforts of both our architect and Cllr J Waters to chase this application with contact being made with Mark Aughterlony, Development Manager, Claire Bayley, Chief Planning Officer, Cllr Steve Bambrick, Corporate Director Planning, Growth and Sustainability, Helen Braine, Case Officer and also Ray Martin, Senior Planning Officer.

Straight Bit Recreation Ground
6.1 CCTV
Members are asked to CONSIDER an observation from Cllr D Johncock to improve the quality of the cameras at the site with possibly an additional camera to assist the police identify culprits of ASB. Also, to install signage making clear that the playground is under CCTV surveillance. It is important to assess whether the system we currently run is fit for purpose.
6.2 Flackwell Heath Bowls Club Gala Day
Members are asked to NOTE that the Flackwell Heath Bowls Club Gala Day and the permitted parking to the side of the club was a great success. Attached a report of the day from Cllr Griffiths. APPENDIX B
Members are asked to CONSIDER and, if so minded, APPROVE the formalisation of parking along the side of the Bowls Club only during the playing season. Members are asked to NOTE that consultation with neighbouring properties would be required.
6.3 Car Park Extension Request
Members are asked to NOTE that following the last committee meeting in May the Clerk was asked to contact Buckinghamshire Council in relation to the 30-minute parking bay outside the small parade of shops. The Clerk received a phone call from a parking officer and was advised that any change to the waiting time would need to be by public consultation with a cost being given of upwards of £7k.
Also, the appropriateness of changing part of the recreation ground to a car park. The ground was originally purchased with a loan from the Playing Fields Association and was probably bought under the Open Spaces Act 1906, however, the conveyancing paperwork has been missing since the 1980s. If this is the case the ground could only be used for recreation. A consultation with the neighbouring properties would be required and any further assistance from Buckinghamshire Council relating to change of use would need authorisation as it would form part of a pre-application thus incurring a fee. The required inclusion 10% disabled spaces and a minimum of one EV point would also incur further costs.
Members are asked to suggest the next course of action.
AGENDA ITEM 7
Tylers Green Common
7.1 Tracks
Members are asked to NOTE that a contractor visited the track at the end of July, unfortunately we have not yet received the quotations for the possible options that were discussed – permeable tarmac/tar and chip. The contractor has been chased numerous times by both the Clerk and Deputy Clerk. The Clerk was asked to contact the solicitor for clarification on surfacing requirements of tracks on a Registered Village Green. APPENDIX C
As a reminder, for any further discussions on surfacing, the parish council does have a Tracks Policy APPENDIX C
AGENDA ITEM 8
King’s Wood
Members are asked to NOTE that the information boards around the all-ability path are on a list of autumn/winter work for replacement/ repair. Members wishing to make suggestions for new content are encouraged to bring their ideas to the meeting.
Members are asked to NOTE that advice from Tilhill Forestry, our management company, on the control of the holly near the office complex, which is currently cover for the wildlife in the wood, will be brought back to the next meeting.
8.1 Car Park
Members are asked to CONSIDER and if so minded, APPROVE the replacement of the knee-high bird’s mouth fencing with something more robust. This fence has been broken down several times over the Summer and now a decision needs to be made to change the material. A metal knee high fence would dissuade the motorcyclists from breaking through from the wood. APPENDIX D.
8.2 Kissing Gates
Members are asked to NOTE that two dissing gates have been installed by the grounds team to stop motorcyclist entering the picnic area from the office car park of the wood.

Orchard Green, Flackwell Heath
Members are asked to NOTE that the previously approved noticeboard has now been installed on the site.
The site has been cut and collected and is undergoing preparation for reseeding with wildflowers and bulb planting. APPENDIX F
Office – Verge and Picnic Area
This site will be prepared for seeds and bulbs. Attached at APPENDIX G plants noted during the growing season.
Loudwater Centre
Ongoing understory planting with native bulbs.
General
Ongoing maintenance of all areas and purchasing of further hedging and infill plants.
Beechwood Gardens, Loudwater has been highlighted as a further site.

Members are asked to NOTE that the selection of shrubs considered at the last committee meeting are being purchased and will be planted on a section of the bank for ground stabilising.
