Members of the council were summoned to attend the Council meeting held on Tuesday,
23 June 2026 at 7.30pm at the Council Chamber, Cock Lane, Tylers Green, Bucks HP10 8DS
Members of the public are permitted to make representations, ask and answer questions, in respect of any item of business included in the agenda. A fifteen-minute period is permitted in total.

FC/26/010 Apologies for Absence
Apologies for absence were received and approved from Cllr S Herron (medical), Cllr J Gurney (family medical) and Cllr I Forbes (holiday).
FC/26/011 Declarations of Interest and Code of Conduct
Cllr L Townsend and Cllr D Johncock declared a connection to the Flackwell Heath Methodist Church through the Youth Club – agenda item 9 Grants.
Confidential items – exclusion of public and press
In view of the confidential nature of the business to be considered it was recommended that Council resolve to exclude the public and press from the remainder of the meeting as permitted under the Public Bodies (Admissions to Meetings) Act 1960 and the Local Government Act 1972, s. schedule 12A
FC/26/012 Co-Option to the Council
Loudwater Membership
Due to a casual vacancy for a Loudwater following the resignation of Cllr Les Willis, written notification was provided to Buckinghamshire Council’s Electoral Services division under the
provisions of the Local Government Act 1972- Sections 87 and 89. The by-election possibility period of 14 days following the date of notification expired without any names put forward to the Council for candidates for the vacant post. The Buckinghamshire Council confirmed that the Parish Council could now fill the post by way of co-option.
Nominations were invited at the meeting. However, one candidate, Mr P Lefevre, had applied. The candidate was given the floor and invited to introduce himself and take questions from members present.
Mr Lefevre, Cllr Waters and Cllr West left the meeting for the Council to deliberate and returned once Council had made their decision.
It was RESOLVED that;
the position of councillor for the Loudwater ward be offered to Mr Philippe Lefevre who would be duly appointed once he had signed the Declaration of Acceptance of Office to agree to abide by the Parish Council’s Code of Conduct and a Declaration of Interest statement. He would be advised the following day.
FC/26/013 Council Minutes
Council was asked to consider the reports of the Council meeting held on Thursday 30 April 2026 and the Annual Council meeting held on Tuesday 5 May 2026.
It was RESOLVED that;
The reports be approved as an accurate record of both meetings.
FC/26/014 Open Spaces Committee
Council was asked to consider the report of the Committee meeting held on Thursday 28 May 2026.
OS/26/005 1 Allotment Competition: Cllr Thomas advised that the date for the competition judging had been moved to 27 June so that a piece could be written for the next newsletter.
OS/26/004 3 Car Park Extension Request: Cllr Thomas highlighted one of the actions being to contact Buckinghamshire Council to investigate options on easing the 30-minute wait time. The clerk had been in contact and was advised that the costs for such an action would be in excess of £7k due to there being a need for a public consultation. Buckinghamshire Council have no money for this type of work.
OS/26/006 Derehams Lane Recreation Ground: the architect, who is working on our behalf, managed to apply for our costs back which we have now received, however was told that a non- determination appeal was no longer possible. Pressure is being put on the planning officer.
Cllr Webb thanked Cllr Thomas for chairing the meeting in his absence and advised that dates for the Allotment Picnic and BBQ would be confirmed shortly and all were welcome.
It was RESOLVED that;
the report of the Open Spaces committee held on 28 May be approved.
FC/26/015 Works & Services Committee
Council was asked to consider the report of the Committee meeting held on Thursday 11 June 2026.
WS/26/012 Happy to Chat Benches: Cllr Guy highlighted this project. It has been decided that a trial site would be in Flackwell Heath – Jubilee Gardens. Cllr D and Cllr L Johncock had taken on the action to look for possible designs of benches which they would share.
WS/26/005 2.1 Fencing Cllr Darch asked if this was premature. Cllr Wood advised that it was being put in to save our boundary prior to the Ashwells development starting.
It was RESOLVED that;
The report of the Works & Services committee meeting held on 11 June be approved.
FC/26/016 Planning Meetings
Council was asked to consider the reports of the Planning Meetings held on 28 April 2026, 12 May 2026, 26 May 2026 and 9 June 2026.
It was RESOLVED that;
The reports of the planning meetings be approved.
Council was asked to note the schedule of applications from April to June, showing eventual outcomes of the parish council submitted objections.
FC/26/017 Policies and Procedures
1 Financial Regulations
Council was asked to consider the recommendation from the Chairman’s meeting to adopt the amendments to the Financial Regulations.
It was RESOLVED that;
The recommended amendments be adopted and approved.
2 Standing Orders
Council was asked to note that the Standing Orders had been deferred for review. Council was asked to receive a verbal update from the Chairman of Council following a Chairman’s Meeting held on 11 June 2026 regarding a revision to the council’s committee structure to be further discussed at an Informal Meeting in September, date to be confirmed.
3 Resilience Plan
Council was asked to consider the latest version of the Resilience Plan – this being the annual review of the plan.
It was RESOLVED that;
The revised Resilience Plan be approved and sent to Buckinghamshire Council for their records.
FC/26/018 Grant
Council was asked to consider a grant application from the Flackwell Heath Methodist Church for the refurbishment of their toilet block. The Methodist Church provides space and facilities for several community groups. The total project was estimated at £90,000 and the request is for a £10,000 contribution. Prior to the meeting the clerk received an update from the church to say that they had managed to raise £53k.
It was noted that the new team running the church have turn it around and it was felt to be a worthy application.
It was RESOLVED that;
The grant be approved and the parish council to be acknowledged as a contributor towards the project.
FC/26/019 HMRC – Mileage Increase
Council was asked to note that HMRC has updated the mileage rates, this has not been done since 2011. The new mileage rate is 55p per mile.
FC/26/020 E-petition – Buckinghamshire Council decision to hide public comments on planning applications
Council was asked to consider writing to Buckinghamshire Council advising that the parish council support the thrust of the E-petition and would urge that all planning comments (including those from members of the public) be available to parish councillors if not more widely.
It was RESOLVED that;
The E-petition would not be signed but a letter of support as above to be sent and addressed to the Leader of Bucks Council with copies to the Director of Planning & Environment as well as the Cabinet member for Planning.
FC/26/021 Questions by Members of the Council
Cllr Darch advised that it was the 150th Anniversary of the Tylers Green First School and would the parish council be interested in providing a tree and plaque as part of the commemoration.
All present agreed the idea in principle. Cllr Darch would feedback following a conversation with the headteacher.
FC/26/022 Public Participation
Cllr Waters advised that information had been received from Buckinghamshire Council that the Conservation Area Re-appraisal should be reviewed as a whole. Chepping Wycombe Parish Council had already declined to join Penn Parish Council in the costs for the re-appraisal. The Penn & Tylers Green Residents Society had now agreed to pay for half.
Cllr Waters advised that the Loudwater Village Residents Association had a very successful litter pick. However, did advise that there were still some posts to fill.
FC/26/023 Accounts for Payment
Accounts were circulated at the meeting for consideration by councillors
It was RESOLVED that;
the accounts for payment be approved as follows; direct debits to HMRC, Iris Software Ltd Redsquid, Shorts Group Ltd, SSE and Trade UK along with bank transfers to Castle Water, Clarity Copiers, Country Supplies, Lyreco, Barclays (Payroll), Royal British Veterans Enterprise Ltd and SparkX.
The chairman thanked members for their attendance and closed the meeting at 8.47pm
